I know that the escorting without a license charge and the massuese without a license charge are only in existence to prosecute escorts who refuse to say the magic words for a prostitution charge.  When the prosecution cannot make the prostitution charge stick,  they hit the girls with operating without a license.  Would purchasing either one of these licenses in advance help anything?  Or would it just make an escort loose out on a possible reduced charge because she already owns a license?
