Don't know if you have a chance to visit soaplands. Like one of the reviewer stated, you will have a better luck if you have a japanese speaking friend. The experience was great for me. Initially , they refused to see me because they fear that foreigners are either too big or "impure". There is an underlying sense of racism, though $ is universal and will open communication if you are yourself. My advice, you will have better chance outside of Tokyo.
